PROPOSITION
FOR A NEW CHART

   

 

Article 1

The aims of United Nations are :

1.      Fight every power, State, coalition or group committing in large numbers :

1.      genocide acts
2.      cruel and inhuman acts
3.      slavery

and for this purpose, uphold stand-by armed forces everywhere in the world to be able to intervene immediately.

2.      Raise funds to set up and to maintain these armed forces by means of an international organization, the International Peacekeeping Fund

3.      Carry out international cooperation by resolving economical, social, intellectual or humanitarian international problems

 

Article 2

1.      The States members of UN are attributed a minimum of 250 vote voucher plus one additional vote for each 100 000 $ tranche paid to International Peacekeeping Fund

2.      A rule of simple majority ( 50 % of the vote ) applies for most decisions

3.      Organization members settle their international disagreements by peaceful means, so that international peace, security and justice would not be endangered

 

Article 3

1. The UN forces are administratively gathered into continents : North America, South America, Europe, Russia, Arab countries, Sub-Saharan Africa, India, China, Japon, other groups.

3. All power seizing UN armed force is immediately attacked until the equipment would be returned

4. Each case of insubordination to UN involves passing in a disciplinary commission in peacetime and being court-martialled in wartime.

5. Each State member of UN cannot refuse intervention if the Security Council decided so. In the opposite case, economical sanctions and country leaders prosecution can be envisaged.

Article 4

The armed forces are divided into three groups :

1. Limited risks troops, permanent UN forces

2. Risks troops : when a community is assaulted, UN can give arms to this community’s volunteers and give them missions with the pledge they respect fundamentals human rights; other volunteers can join themselves to this category in the same conditions

3. Special forces, for hostage-taking, pilot recovery and operations of the same type

 

Article 5

1. The main purpose for all peacekeeping operation is to protect civilians ; consequently, everything must be done to minimize war damages. The same principle is in force for weapons recovery

2. At the time of a war, when it is turned out to be possible, UN can declare security zones and deploy troops to protect civilians efficiently

3. Each soldier in UN service guilty of human rights violations is prosecuted and judged by an international tribunal

 

Article 6

1. The United Nations must credibly threaten the aggressors, making them very clear that it is in their interests to cooperate.

2. War criminals are captured and judged at the International Penal Tribunal. Criminal trials are broadcast by the whole world media that give a maximum coverage. Death penalty is required for the more serious crimes.

3. Economic sanctions are taken against all state or power helping the enemy side.

 

Article 7

1. Secession of part of a country is strongly advised against. Each request for secession must be aimed to the Court of Justice.

2. For a secession request to be accepted, must be proved a segregation policy towards the victim side and the demands for an egalitarian policy have no effect.

 

Article 8

Each year, an evaluation of the situation to make fundamental Human Rights respected is undertaken. Rewards and penalties are distributed.
